FCO has real city-layover potential thanks to rail access, but Rome is not a place to casually speedrun. The winning plan is one target, one meal, or one walk, not pretending your layover is a Roman holiday sequel.

Build the access plan first

FCO is workable for a city layover because rail access gives the plan structure. The issue is not whether Rome is worth it. Obviously it is. The issue is whether the clock agrees.
